NPDES Phase II- Permit & Forms

PERMIT: The MDEQ has produced a FINAL 2008 State Permit effective May 22, 2008.  (for permit Cycle 2008- 2013)
 In 2007 the State had a Public Review Process.  Genesee County had reviewed the draft permit  and had submitted a letter of concern.  At the May 2010 Surface Water Advisory Meeting several communities expressed interest in seeing the letter

APPLICATION:
  Each phase II community received 2 letters from the MDEQ.  The new application is due August 1, 2008.  Tetra Tech is working on completing those and they should be done by mid July.  The drain office staff will be around late July to get community signatures.  MDEQ website link 

ORDINANCE Template.  The New Construction Standards subcommittee has been working on a storm water ordinance and an accompaniment Low Impact Development (LID) Manual.

SWPPI & SWPPP for (2008-2013 permit cycle):  With the changes under the new permit cycle, a new SWPPI is needed.  some of the changes require the Public Education plan and the IDEP plan to be submitted with the SWPPI.  Most Communities within Genesee have their SWPPI's due June 1, 2010.  Currently the State is reviewing our proposed changes to the SWPPI template. As part of the new permit those communities with yards, DPW departments, outdoor storage will also need a SWPPP.  

OTHER MDNRE REQUIREMENTS: Whether you are an agency that does their own or contracts it out, the procedures have been updated on how to: 
   
                         EPA guidance on how to handle street sweeping and it's waste
                            MDNRE guidance on how to handle catch basin cleanout and it's waste
                            MDNRE guidance on how to handle sanitary sewer cleanout waste
